wcag page structure with headings

Hi,

according to http://www.w3.org/WAI/tutorials/page-structure/headings/ it is good practise to structure web pages using headings. They can be used to give users a way of navigating through web pages.

In orbeon forms the form title is h1 and all the section titles are h2. This could be improved using h3, h4,... for subsections. What do you think of it?
