hmm - i'm not a tomcat expert, but i think it should work without
repackaging. In my own app, i have to repackage the war anyway, because
the navigation is based on page-flow and XPLs, so in my case dropping
the context descriptor into the META-INF is the easiest way.
I've just tried to add a custom context descriptor to a nightly
orbeon-CE war, and it worked for me:
