Orbeon Forms does not have an offline mode at this point. We used to
have a limited offline mode:

It would be cool to have this working properly but that is a large
task (start using HTML 5 offline capabilities, more code running on
client, Form Runner support, etc.).

It certainly has "some kind" of workflow ;)

We plan to integrate basic workflow integration points, see e.g.:

At this point, you can integrate by linking to Form Runner pages, and
have Form Runner sending you data back.
