Mmh, I would place any hooks in the persistence layer implementation,
not in the user interface of Form Builder.

When you save or publish, Form Builder calls the persistence REST API:

You can plug your own persistence layer by implementation the API. Or,
you can modify one of the existing implementations (eXist, Oracle XML,
MySQL) to suit your needs. See e.g.:
