Hi Artem,

No, I was not able to create new form using form builder in Orbeon 3.8, though, I did it on Orbeon 3.7.1

I followed this link to deploy Orbeon 3.7.1 as portlet on Liferay5.2.3 Tomcat6. In this link, configuration for Form Runner and Form Builder was mentioned also.
