In order to do this, I think you need to configure:

* the workflow-send button
* the email property
* email server settings

There is some doc under:

http://wiki.orbeon.com/forms/doc/developer-guide/configuration-properties/configuration-properties-form-runner#TOC-Sending-forms

In addition the files are stored through the persistence layer. By
default, this is the built-in eXist database.

To use the form, you need to publish it from Form Builder, and yes you
do need Orbeon Form Runner on your server.
