problem with ops3.6 portlet in liferay

Hi  All,

My project name is Callisto-->in that some folders like-->SystemConfiguration,sites,steps..,page-flow.xml.
while loading it is working fine.
if i click  create or edit on our portlet ,it gives error like 'cannot load "/apps/SystemConfiguration/page-flow.xml" with webapp loader'.

page id → apps
model → apps/${1}/page-flow.xml

this is an portlet why it behaves as webapplication i am not getting. another problem is our portlet never invoked into resources/page-flow-portlet.xml, it invokes resources/page-flow.xml only .is there any problem with ops3.6 to act as portlet?
plz help me this is urgent(high priority) requirement in our project.
