install problem FC4/Tomcat5

I've added ops to the webapps and it looks like it installed but when I
try to access <a href="http://our.host.name:portnum/ops">http://our.host.name:portnum/ops I'm getting

java.lang.NoClassDefFoundError: org.orbeon.oxf.xml.XMLUtils

Any ideas?
