id/href in XPL - xlink?

id/href in XPL - xlink?

The href/id attributes used in XPL look very similar to XLink.
 
I presume they are not XLink, but defined as part of the XPL specification.
 
I wondered if there was any reason to do that and not to use XLink (or some other XML linking standard)?

XLink is probably not a good idea, since it is dead as far as I can  
tell. I haven't seen a spec refer to it in a long time. XForms makes a  
passing reference to it to specify what is a "link to an external  
resource".

We probably won't make additions or serious changes to XPL since the  
XProc is almost done:

   http://www.w3.org/TR/xproc/

What concrete benefits do you think XLink would bring to XPL, or XProc  
for that matter?
