Tom,
fr:repeat was a pre-4.0 construct and we wouldn't recommend using it now.
You might have luck using a plain xf:repeat around the content,
although as you say Form Builder does not support that.
We have thought about repeated sections in the past, see the following page:
http://wiki.orbeon.com/forms/projects/form-runner-builder/repeated-contentBut repeated sections are not implemented at this time.
