$form-resources as in <xforms:label ref="$form-resources/section-1/label"/>

Hi
This is with reference to the Form Builder generated XForm.
I saw a reference to  $form-resources/....
I am trying to understand where $form-resources is declared,(because this needs to be somehow referenced by the XForms processor).
I understand that it is a variable that represents the path to /section-1.

I partly answered my own question.
form-resources is referenced in components.xsl in  <xxforms:variable name="form-resources"
