I do not reproduce this. The files is created as expected in my case.  
Are you using 3.6 (or something fairly recent)?

I have run the sample, and as I know it will copy the tmp files to file:/C:/localdata/apache-tomcat-6.0.x/temp/upload_00000xxx.tmp.
