{doc('input:instance')/*/form-id}/en" - unclear to me

In the Goverment forms, I did not quite understand the following statment.

src="/forms/service/resources/{doc('input:instance')/*/form-id}/en"

I tried looking for forms/service/resources but only found:
forms/services/import-documents.xpl.

Perhaps the pipeline is the piece of the puzzle that I am missing?

Any pointers would be appreciated. Many thanks!

xforms:instance/@src resolves against the URL requesting the current
page, which is an HTTP URL.

Say you request http://localhost:8080/orbeon/forms, that URL will
become something like:

http://localhost:8080/orbeon/forms/service/resources/123456/en

That URL will reach the page flow under RESOURCES/apps/form/page-
flow.xml, which defines what to do when that URL is requested, namely
to send back resources in the requested language.
