XML-Enc pipeline processor

Does anyone know if there is a pipeline processor out there that will
produce an XML-ENC (http://www.w3.org/TR/xmlenc-core/) compliant document
from an input document, and another reverse processor that takes an
encrypted XML-ENC document and decrypt it?

I need one of these, just wanted to check before I write one.  I'm also
thinking that it would be a good thing to have in the standard set of
pipelines.

We don't have such a processor. Maybe somebody else on the list made one?
