In general running Form Builder through Liferay has not been a
requirement so far, so we haven't looked into making it work. So at
this time the answer is no.

Technically, the first problem I see is one of layout: Form Builder
expects to take over a large area of the browser, and uses JavaScript
to do the top/left/bottom/center layout. So the first thing would be
to make that layout work.
