URL generator found null URL for config

Hi Ben,

Thank you for sharing this with us. In 4.0, this should return a 500 error in the browser (I'll double check this tomorrow, just to make sure!). But the bug is really to improve the logging on the server, so a clearer message can be found in the orbeon.log.

A change was made to the xpl to return a 400 error, I've attached it so
might be a solution for https://github.com/orbeon/orbeon-forms/issues/325

we are using 3.9CE
