Saving section tempates to global library

If you edit "foo/library", they will show in the toolbox when you edit
forms with the app name "foo".

If you edit "orbeon/library", they will show in the toolbox for all app names.

The Toolbox has a "Reload" icon at the top. Does it work for you?
