I attempted to include the latest version of batik and I received an error. I am using Orbeon oxf:xslfo-converter so still would think this is a valid Orbeon question if SVG is not appearing when using that converter which uses fop packaged by Orbeon. I will look else where. This is not the list for Apache FOP questions, you might get better answers at the FOP mailing list (see https://xmlgraphics.apache.org/fop/maillist.html). Apache FOP is captable of including SVG graphics, however you need to have Batik working. See https://xmlgraphics.apache.org/fop/1.0/graphics.html#batik for more details.
