Gary,
Form Runner does not have a true offline mode (we started work on this a while back but currently support for this is stalled, for multiple reasons).
So I think your best bet is to run Form Runner on the client machines, which means running Tomcat (or another servlet container) locally.

We are looking at xforms as a possible solution to a project. One requirement of the project is that users be able to work with XML data offline and upload the data when they are online. These are safety inspectors who work in locations that may not have Internet access and we need the ability for these inspectors to enter data on-site during the inspection. Is it possible to use Orbeon Form Runner in some form offline? Would we have to install OPS on each client computer to accomplish this?
Thanks in advance for all advise on this.
