It looks like a number of links in the wiki that point to
writeboard.com no longer work as they are asking for a password that I don’t

Noted. I am not sure why that documentation was on writeboards. Note that the offline mode has not been maintained and likely won't work in Orbeon Forms 3.8. Yup it is.
Now Google Gears is not officially supported anymore, and browser vendors are still trying to figure out what offline and web storage will look like exactly (although there is some good agreement already on some of the stuff).
