Orbeon Forms is not supposed to "access" namespaces. Namespaces are  
expressed often as HTTP URLs, but not designed to actually be  
dereferenced.

If you see a connection to any of those URLs, it's a bug. But I  
routinely run Orbeon Forms on a disconnected laptop and don't see an  
issue with this.

Yeah, it turns out that wasn't the problem.  I had

<!DOCTYPE
  html PUBLIC "-//W3C//DTD XHTML 1.0//EN"
  "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">

at the top of my XHTML files and that is what Orbeon did not like.  I took those out and everything worked beautifully.
