We have ideas on how to make buttons easier to setup and more modular,
but right now hiding the PDF button based on a request parameter is
not trivial, and you'll need to change the Form Runner code for this.
The buttons in Form Runner are generated by fr/components/buttons.xsl.
The PDF button is bound to strict-submit with rules defining when it
is read-only in fr/includes/persistence-model.xml. Most likely you'll
have to modify those files, bind the PDF button to another node, and
introduce an xforms:bind that sets this node a non-relevant depending
on the "enabled" request parameter.
