Rod,

Have you reloaded the Form Builder page after changing the security
and restarted Tomcat? If on Firefox, reload the page by clicking on
the URL bar and pressing enter (if you just hit the "reload" button,
it attempts to restore the state of the page, which fails as the
session has been lost with the server restart). Also, I don't see a
<security-constraint> in the web.xml you attached.

Ooops my bad, I sent you the server one.  Here it is.  It does the same thing if I close Firefox down completely and then re-open it (so it is getting a brand new page).  I have also tried to clicking on the address line and hitting enter as you have suggest and am still getting the same thing happen.
