OPS error on liferay-Jboss bundle

I installed OPS sample portlet on liferay-Jboss bundle. The sample are running ok. but when click on the preference icon, it throws out errors below:

This tells me that the portlet is getting to "edit" mode. When you do  
this, you need to have a page flow called page-flow-edit.xml for the  
application. It seems that the Welcome application doesn't have it,  
which explains the error. Ideally, edit mode should be disabled for  
the Portlet Welcome portlet.

I don't really get it. How can I add a page-flow-edit.xml for the  
application?
