You put that property under RESOURCES/config/properties.xml. This is
where all the Orbeon Forms properties live.
If you don't see this in that file:
<property as="xs:anyURI" name="oxf.epilogue.theme" value="oxf:/
config/theme-examples.xsl"/>
it probably means you are using Orbeon Forms 3.6 or earlier, which did
not have this configuration mechanism. You may want to try a nightly
build.
Not sure what you mean by "'on demand' or as element"?

What kind of catalogues? What do you want to internationalize, XForms
applications?
