Inspector corrupts builder screen

I've configured my orbeon installation to use the inspector but now when I run the form builder i get a corrupted screen layout. I've tried firefox and chrome (current versions).

You can see that the inspector divs are overlayed on top of everything else as well as being in the correct place underneath it all

I turned it on with

    <property as="xs:boolean" name="oxf.epilogue.xforms.inspector" value="true"/>

Any idea what I've done wrong here?

It does seem to work correctly when viewing/editing a form, this seems to be a builder problem.
