Hasan,
Form Builder is simply not supported with IE 6. You have to use a more
recent browser to build forms. We recommend recent versions of
Firefox, Chrome, Safari, or IE 8.
On the other hand, Form Runner, in other words the forms produced with
Form Builder, do run on IE 6.
