A native app sounds challenging. You would have to have some kind of
XForms engine on iPhone.
I imagine, in theory, you could use IKVM [1] and MonoTouch [2] to get
from the current XForms engine implementation to there, and then write
a new front-end or use a WebView for the UI. That would be very cool,
but also it's a big project!
(There is also the issue, if your iPhone app has to be in the App
Store, that Apple doesn't want you to run apps that can run arbitrary
programs. Since XForms is turing complete, that might be an issue,
unless each app is prepackaged with a limited number of forms.)
Another approach, at some point, is to compile the XForms engine to
JavaScript, and run it in the browser, leveraging HTML 5 offline
capabilities.
