Error on upload

I trying to get upload to with the using
the base64Binary bind instead of anyURI
and I get the following error in Tomcat
logs:

Invalid encoding name: multipart/form-data

My submission line looks like:

<xforms:submission id="save-form" method="post" action="services/save-form" replace="instance" encoding="multipart/form-data"/>

I am using OPS 3 beta 3 (nightly build from 11 Nov).

Any clues?
