Can you only have one dialog box open at a time

Hi Ops Users,

I open a dialog box. Then I open a second one. The first one (I think) closes. Is this normal for dialog boxes?

I am not sure that this is what's currently happening, but we have
been thinking about preventing some scenarios from happening. For
example, opening a non-model dialog over a modal one.
