Hi,
The properties-local.xml file is used to override properties in the in the properties-base.xml file. This file should be placed under WEB-INF/resources/config/. Be sure that the custom theme is placed under WEB-INF/resources/config/ too. There is a terminology issue I think. "Per application" here meant per top-level Orbeon Forms application, where Form Runner is such a top-level application. This allows Form Runner to use its own theme, as opposed to other example applications. The Form Runner theme already overrides what you would set with the property, which explains why you can't change that theme. If you want to have a custom theme for different Form Runner app, check RESOURCES/apps/fr/theme.xsl: this is where the Form Runner theme is plugged.
