Assigning document id to a new form instance (4.0)

Hi,

Referring to this post Erik ended up somewhat indecisive whether to allow specifying the new document id when creating a new form. The issue is safety.

My understanding is that it's not a matter of the new authorization mechanism, it is a design decision. It would be great to hear if it's final.

@bpmf suggested working around the issue by customizing persistence. Seems doable. Other ideas are welcome.
