how far should events bubble up in the view?

how far should events bubble up in the view?

I can only seem to capture events inside groups, eg this doesn't work:

<xhtml:body>
    <xforms:setvalue ev:event="DOMFocusOut" .../>
   
    <xhtml:div>
       <xforms:input ... />

but this seems to:

<xhtml:body>
    <xforms:group>
        <xforms:setvalue ev:event="DOMFocusOut" .../>
   
        <xhtml:div>
           <xforms:input ... />
   
Should the former work?

Currently, event handlers have to be children of XForms elements.
