Merging library template does not copy services and actions

I tried inserting a library template I have been experimenting with that has
an http service and an action to populate 4 controls in the template. Once
saved this template works as expected in the resulting form.

I then tried merging the template into the form and the service and action
are not copied into the form so the controls are not populated as they were
when the template was not merged.

Is this a know limitation? Are there plans to fix this?

Yes, unfortunately this is known limitation. I just created the following
issue:
