Disable Validations if Section is collapsed

Is it possible to disable a control validation if its container section is
collapsed?
Previously, if the section was hidden the validation did not fire, but I am
required to change from hidden to collapsed, in which case the validation
fires when the user tries to leave the form and opens all collapsed sections
on the form.

Currently, this is not possible, I believe.

Are you using Form Builder / Form Runner or are you writing XForms by hand?
